Why is there two Pucci’s and no FF? I mean, GER is a form Giorno can use mid battle, and Ultimate Life Form is a form Kars can reach mid battle, so why can’t Pucci just get C Moon mid battle, free up a slot for FF?

Serious reply: There’s two Puccis in EoH basically because in the old game, you had to turn away from your opponent 14 times to summon C-Moon, which left you vulnerable.  New game’s got a big arena and 2 fighters per player, so you could just run your Pucci up to the 2nd floor of the prison and say those 14 words easy.  They had to change things.
